At the national level the ETS-SP is a public-private partnership with the VA, VHA and the Army (expanding to other services) to reduce stress servicemembers experience during their transition out of the military, reduce veteran suicide, and assist that veteran (and family) become successful members of their gaining community.  See attached is a copy of the MOA between the ETS-SP and the VA, VHA.

Assistant Under Secretary for Health for Clinical Services (11), Veterans Health Administration that demonstrates how the ETS-SP integrates with the VA's public health strategy to combine partnerships with communities to implement tailored, local prevention plans while also focusing on evidence-based clinical strategies.

At the local level we partner with state Departments of Veterans Affairs, counties, cities, businesses and VSOs in creating a ‘continuity of care’ like scenario by assigning the TSM a Sponsor (usually a Veteran themselves) to assist them before, during, and after separation from active-duty service.  This ‘continuity’ is facilitated a digital dashboard that the TSM has the opportunity to opt into upon enrollment.  The Sponsor and TSM create a transition roadmap for that TSM based on their circumstances and needs (housing, emotional, employment, education, medical).  The sponsor works with local VSOs or Community Integration Coordinators or CICs in the community the transitioning servicemember is moving to. 

Here in WA State, we partner with the WDVA and the VA Puget Sound Region as part of the WA Governor's Challenge to end suicide among service members, veterans, and their families.  We have established two formal partnerships with NineLine Veteran Services, https://nine9line.org/ in Tacoma and the City of Lacey Veteran Services Hub https://www.laceyveteranshub.org/ to serve as local CICs. 

·         The ETS-SP is in year two of existence and the first year of its formal program evaluation with the VHA. 

·         The program is comprehensive and developed with an organizational hierarchy, policies & procedures, training programs and cadre, supporting documentation, guidebooks etc. are all in place.

·        We are actively recruiting for people interested in becoming sponsors for transitioning service members. See attached sponsor recruiting flyer. 

ASK - that King County Veterans Program serve as a Community Integration Coordinator for a period of one year as a pilot and determine effectiveness for further expansion throughout King County.

 

·        What does a Community Integration Coordinator do?

▪         Recruit and manage the local sponsor corps;

▪         Administer and support the service member/sponsor pairs; 

▪         Develop local support and connect Veterans to such support; and, 

▪         Support the state and national level effort.

·        What are the costs? Upfront, no financial obligation for the initial tranche of sponsored servicemembers (TBD).  There would be a cost of personnel/time to manage the CIC requirements.  If a future partnership is sought, financial costs include dashboard funding.
