Please Note: This is a project position anticipated to last up to two years.  This position is eligible for a flexible hybrid work environment (telework/on-site) at any of our WDVA locations.  These locations include Olympia, Spokane, Walla Walla, Port Orchard, King County or Pierce County.  

Here at the Washington State Department of Veterans Affairs (WDVA), we are passionate about our mission of “Serving Those Who Served.”  As a national leader in our advocacy for more than 500,000 veterans and their family members, we strive to connect them to earned benefits as well as innovative programs focused on their overall health and wellness.  In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla.  These locations provide Medicare and Medicaid nursing home care to honorably discharged veterans, including, in some instances, their spouses, widows, or Gold Star.

We are in need of a Construction Project Coordinator 3 that will serve in a leadership capacity over our four nursing homes, cemeteries, veterans services facilities, central office and other WDVA owned or leased properties.  This includes the formulation, planning, development, coordination, and planning of State facilities and capital budget.

In addition, you'll direct and review the development of designs and specifications by private design firms for the construction of state-owned nursing facilities. Duties

Some of what you'll be doing includes:

  • Facilitating and coordinating all aspects of capital projects between the Department of Enterprise Services (Engineering & Architectural Services); consulting with architects and engineers, contractors, and nursing homes.  
  • Ensuring capital projects are designed and built in conformance with applicable regulations and building codes as well as specifications and regulations governing nursing home building requirements.  
  • Serving as lead contact and primary liaison with contractual arrangements and architectural and engineering.  
  • Directing and monitoring the work of consultants and assigned project manager.
  • Assisting with the development and maintenance of a ten-year capital master plan for all facilities, including preservation of historical buildings.  
  • Directing the development of criteria and standards for space use and assignment for facilities design, construction, and layout planning.  
  • Performing necessary research to assure the most current techniques in space planning, programming, engineering, construction, etc. are utilized and considered in planning projects.  
  • Coordinating communication with Federal Veterans Administration and other federal, state, or local grantors in the application, award, and execution of capital project grants.
  • Ensuring compliance with any state or federal energy or environmental requirements for facilities.

Qualifications

Required:

  • Bachelor's degree involving major study in architecture, engineering, or closely allied field.
  • Four (4) years of experience in real property construction as a cost estimator involving the preparation of cost estimates for major real property development.
  • Certification as a Cost Engineer based on certification by a recognized national association.
OR
  • Equivalent experience with State government projects, specifically with the capital budget process.
The most successful candidate would also have:
  • Knowledge of: principles and practice of basic engineering concepts related to design of real property structures and systems; construction standards and practices; construction scheduling; cash flow projection; national and State building codes; contract bid practices; construction cost indices; cost estimating principles and techniques; cost control; business planning and management science and construction disputes; cost accounting of direct, indirect, standard and overhead costs; productivity and value analysis.
  • Ability to: provide for the timely and accurate preparation of cost engineering services in an independent manner; coordinate with necessary department and division personnel; maintain a system of estimating cost data to provide current and historical reference material; provide cost control by utilizing modern procedures to effectively document disputes, evaluate construction schedules, apply the latest statutory, regulatory project types and management practices; determine project management aspects, including staffing, personnel administration, payroll costs; provide technical costing advice to the legal department in cases of arbitration and/or lawsuits; provide long-range costs and/or escalation to the Division and other State agencies.

The incumbent of this position will be expected to work from an WDVA facility or field office (duty station) as needed; however, the incumbent may be permitted to work a hybrid teleworking schedule in accordance with WDVA’s telework policy. Telework is dependent upon business needs and supervisor approval.

  • Travel will be required to WDVA facilities throughout the state where capital projects are being planned or implemented.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
